Une premi�re r�union anti �olienne qui a attir� environ 130 habitants du village et ses environs

Jeudi 11 mai 2017, se tenait la premi�re r�union de l'association anti projet �olien sur la commune
d' Epargnes, un petit village dont la Maire et ses �lus, sans avoir concert� pr�alablement les habitants, ont accord� � l'unanimit� � un promoteur �olien la permission d'effectuer des �tudes de faisabilit� pour l�implantation d'un parc industriel �olien dans un bois en dehors du bourg, autour de plusieurs hameaux.

Cette r�union avait pour objectif d'informer les habitants sur le d�roulement d'une implantation d'un parc industriel �olien, expliquer ce qu'un bail emphyt�otique impliquait pour les propri�taires terriens, les effets des infra-sons sur les humains, les animaux, la d�pr�ciation immobili�re, les effets n�fastes sur les oiseaux
l'�cosyst�me....le co�t de d�mant�lement apr�s l'exploitation ..........
Les organisateurs de cette conf�rence avaient envisag� un maximum de 100 personnes qui �ventuellement pouvaient �tre int�ress�es par cette r�union d'information. Quelle surprise de voir autant de personnes pour une premi�re r�union d'information.
Philippe ( viticulteur passionn� ) et aussi secr�taire de l'association avait fait un d�cor v�g�tal et apport� des pieds de vigne, des petits arbres ...
Tout d'abord, Dominique Pr�sident de l'association et ancien Directeur Qualit�-Environnement � Paris ,a pr�sent� le contenu et le d�roulement de la r�union ainsi que les intervenants. B�atrice, Ma�tre de conf�rence � l'universit� du Havre, Jean-Patrick ancien ing�nieur de Dassault Aviation et Steve de Mottershead Consulting Ltd, ing�nieur conseil en maintenance conditionnelle ( UK) quatre intervenants qui connaissaient tr�s bien le sujet �olien.
Epargnes : future victime de l'�olien industriel.
Jean-Patrick a expliqu� de mani�re technique que l'�olien ne servait � rien � part faire gagner beaucoup d'argent aux promoteurs. La productivit� �lectrique �tant si faible par rapports aux nuisances qu'ils apportent � l'environnement ,qu'installer des �oliennes terrestres est pour lui une aberration!
C'est Dominique qui a commenc� a �num�r� les th�mes qui allaient �tre abord�s
1/ l'�olien n'est pas rentable
2/ les risques sur notre sant�
3/ d�t�rioration de l'environnement
4/ d�pr�ciation du foncier
5/ la fin de la qui�tude du village
Et expliquer aux habitants l'impact ind�niable sur le village et les communes situ�es � moins de 10 kilom�tres, telle que Virollet, St Andr� de Lidon, Barzan, Brie sous Mortagne, Mortagne, ....
Pour la Maire du village ce sont les rentr�es d'argent qui l'ont pouss�e � valider ce projet.
Mais le grand b�n�ficiaire de cette ZAE ( zone d'activit� �olienne) pourrait bien �tre la CARA ( la communaut� de communes) le pr�sident d'ailleurs ne r�side pas pr�s d'un parc �olien!!!!
Le Maire de Talmont a aussi pris le micro pour essayer de faire changer d'avis la Maire d'Epargnes, sans succ�s, d'ailleurs. Le projet est lanc�, elle veut qu'il aboutisse...............Elle est aussi pr�sidente de la commission de g�rance du groupement forestier dans lequel les �oliennes seront implant�es.
Certaines vid�os ont certainement sensibilis� les habitants du village, le silence total de l'audience en �tait la preuve.
B�atrice a poursuivi en expliquant son cas particulier, il est aussi pr�vu d'implanter une s�rie d'�oliennes dans une for�t proche des habitations, � Alas Bocage pr�s de Nieul le Virouil. Contrairement � Epargnes qui a valid� � l'unanimit� le projet �olien (rappelons quand m�me que l'un �tait contre mais a voter pour !!!! l'autre pr�sent � la r�union n'est ni pour ni contre mais a vot� pour au conseil municipal de novembre 2015!!!!) � Alas le Bocage, voil� le r�sultat des �lus qui ont vot� � bulletins secrets?: 8 voix pour le projet, 16 contre, 3 abstentions et 6 blancs. La Maire, d'ailleurs, s'�tonne qu'il n'y ait aucun projet �olien vers la Rochelle!!! Rappelons que le sch�ma �olien r�gional de l'ex Poitou Charente a �t� par ailleurs annul� en appel par la cour administrative de Bordeaux en Avril 2017.
B�atrice a aussi mis en garde les propri�taires terriens qui signent un bail emphyt�otique sur le co�t exorbitant du d�mant�lement d'une �olienne apr�s sa p�riode d'exploitation de 15/20 ans. Les promoteurs ont l'obligation de d�poser 50 000 euros � la Caisse des D�pots et conciliation pour aider � la reconstruction du terrain agricole sachant qu'il faut plus de 800 000 euros pour d�-installer une �olienne et restaurer le sol pour pouvoir planter des c�r�ales ...................
Qu'est-ce qu'un bail emphyt�otique
C'est un bail qui peut aller jusqu'� 99 ans. La surface occup�e par une �olienne, 1000m2 reclass�e en foncier b�ti est aussi fiscalis�e.
Les loyers per�us sont soumis � l'imp�t et peuvent faire augmenter l'imp�t sur le revenu suivant les situations.
Le bail engage le promoteur � maintenir en �tat d'entretien la construction pendant la dur�e du bail. A son expiration le propri�taire terrien devient propri�taire de la construction et les promoteurs incluent aujourd'hui une clause de rupture de bail si EDF se d�sengage................
Les co�ts d'entretien sont insupportables et la maintenance repr�sente un co�t que les promoteurs ne veulent pas assurer.
Steve, sp�cialiste en maintenance conditionnelle, a expliqu� le niveau de s�curit� de l'�olien qui est extr�mement faible compar� au nucl�aire, spatial..... les pannes sont fr�quentes et il a conseill� de s'int�resser � d'autres �nergies renouvelables tels que le solaire...
La parole a �t� donn� ensuite � S�bastien qui est p�cheur � Mortagne et qui regrette que le village d'Epargnes soit aujourd'hui divis� par un projet qui pour lui n'aurait jamais d� exister!
Un membre de l'association "VigieEole" est intervenu pour expliquer que lui m�me avait �t� confront� � ce probl�me et que son association avait gagn� et a encourag� les anti �oliens d'Epargnes � poursuivre leur lutte contre l'implantation du parc industriel.
Thierry un habitant d'Epargnes habitant pr�s du futur parc industriel, est inquiet, il poss�de des gites, et voit beaucoup de nuisances pour une faible rentr�e d'argent pour le village.
Deux �lus �taient pr�sents, l'un a pos� une question int�ressante au sujet du 'Thorium' qui pourrait remplacer l'uranium et peut -�tre nous fournir une ind�pendance �nerg�tique int�ressante. Mais nos gouvernements ne sont peut �tre pas int�ress�s car le thorium ne peut pas �tre utilis� pour fabriquer la bombe atomique!!!
Et comme c'est fr�quent aussi dans ce genre de r�union il y a des �l�ments qui posent des question peu pertinentes .............
Une petite note un peu plus l�g�re et amusante.
Un autre conseiller, lui, a insist� sur une diapo dans laquelle il y avait une faute de frappe:"Tiques" au lieu de
" Moustiques".
Il en a profit� pour parodier les intervenants comp�tents et exp�riment�s et faire une petite allusion au st�r�otype des intellectuels souvent citadins, qui ne font pas la diff�rence entre les insectes volants ou les rampants!!! Ce qui a beaucoup plu aux �lus et pro �oliens pr�sents dans la salle.
En revenant sur des choses plus s�rieuses, j'ai personnellement appris beaucoup de choses gr�ce � cette conf�rence de qualit�, extr�mement bien pr�par�e. Cette conf�rence a renforc� mon engagement anti �olien terrestre. Il serait � mon avis, certainement plus judicieux que nos politiciens s'orientent vers d'autres possibilit�s d'�nergies renouvelables que l'�olien terrestre.
Pour terminer, la disparition d'une feuille de signatures pour la p�tition "Non aux �oliennes � Epargnes" est certainement la preuve que l'opposition � ce projet inqui�te les pro-�oliens du village!!!!
PS : information obtenue le 17 mai pendant la r�union du conseil Municipal. Un appareil de mesure a �t� install� par le promoteur WKN sur une parcelle d'un propri�taire priv� il y a trois semaines. Cette information r�pertori�e dans la rubrique divers n'a pas �t� d�voil�e le 11 mai lors de la r�union anti �olien. La Maire affirmait que rien n'�tait fait et qu'elle n'avait pas de nouvelles du promoteur �olien depuis plus de 4 mois.
Ci contre l' article dans le journal sud-Ouest.
Et voil� le texte que j'ai envoy� � Nicolas Hulot (ou plut�t son �quipe) sur leur page facebook. Je ne crois pas qu'ils vont me r�pondre, si oui je vous posterai leur r�ponse.

About 130 people came to the first anti wind turbine meeting last Thursday. The meeting was held in the "salle des f�tes" in Epargnes. Epargnes is a small village with about 800 people. A couple of years ago the Village Council agreed without the consentment of the people of the village) on allowing a wind turbine promotor to carry on studying the wind potential in Epargnes. The wind turbines should be installed in a wood , not far from the village centre, and should be composed of 6 or more wind turbines.
Several hamlets will be touched ( see map).
The meeting aimed at informing the people about the process of installing a wind turbine farm and explaining what an emphyteusis lease was and the harmful effects of low-frequency sounds on humans, animals...birds not to mention the destruction of eco-systems, the cost for dismantling the wind turbines and last but not least, the depreciation of properties in the village and the surroundings.
The organizers thought that there wouldn't be more than 100 people who would attend the meeting. What a surprise when 130 people came and we had to supply more chairs!!!
Philippe who is a local wine grower brought some vines and small trees to decorate the salle des f�tes.
He also supplied "la soupe champenoise" a mixture of cognac and other ingredients....
Dominique ( Chairman of the Association and a former Quality and Environment Director) started the conference and presented the content, the progression of the meeting, and the speakers.
B�atrice, a lecturer in the university of le Havre, Jean Patrick, a former engineer who worked for Dassault Aviation and Steve from Mottershead Consulting Ltd, an engineer specialized in condition-based maintenance in the UK.
There were four talented and experienced contributors.
Epargnes will be the future victim of a wind turbine project in Charente Maritime
Jean Patrick pointed out the non-profitability of wind energy, the only benefit was for promotors. The electricity productivity is so low and there are major harmful effects on humans , not to mention the visual aspect of wind turbines ( personnaly I think they are an eyesore).
According to Jean Patrick: installing a wind turbine farm is an abnormality.
Dominique started reading the different parts of the conference.
1/ wind energy is not profitable
2/ harmful effects on our health
3/ deterioration of the environment
4/ property depreciation
5/ the end of a peaceful and tranquil village
And then he explained the undisputable consequences on the villages within 10 kilometres from the wind turbine farm.For example Virollet, St Andr� de Lidon, Barzan, Brie sous Mortagne, Mortagne.....
A few years ago, the French government decided to cut down on expenses and reduce the allowance granted to "communes" that is why the town council was incited to accept the installation of a wind turbine farm .
The major beneficiary will be the CARA ( the council committee) whose chairman doesn't live near a wind turbine farm!!!
Then the Mayor of Talmont, talked to our Mayor and tried to convince her that she was wrong.He also tried to persuade her that she would not get any money from the wind turbine farm. Eventually he gave up trying!!!She will not change her mind.
She launched the project and she will complete it even if it will be a chaos for her village.Our Mayor is also the chairwoman of the foresters commission. The wind turbine farm will be installed on the foresters'plots.
Dominique played some videos wich probably raised awaress in the audience. At a time the audience was quiet and probably shocked when they watched the process of dismantling a wind turbine ( a huge quantity of dynamite)!!!
B�atrice explained what happened in her village called Alas le Bocage between Mirambeau and Jonzac where they planned to implant several wind turbines in the forest and obviously close to houses!!!
Unlike the village council in Epargnes who uninamously agreed on installing 6 or more wind turbines, (but I can't help reminding an elected representative who voted "for" but was "against" and another elected person in the audience who also voted "for" and said that was was neither for nor against!!!).
Here are the results in Alas Le Bocage:
8 people for the project - 16 against the project - 3 abstentions - and 6 blank votes. Incidentally, the mayor was surprised that no wind turbine projects had been planned around La Rochelle!.
Besides, the wind turbine plan in Poitou Charente was cancelled by the Court of justice in Bordeaux April 2017.
B�atrice also informed the land owners about the specific lease called the "Emphyteusis Lease".
She explained how expensive it was to dismantle a wind turbine when the operation time or electric productivity time is over.( 15/20 years). The wind turbine promotors are compelled to deposit 50.000 euros in "the Caisse des d�pots et Conciliation" deposit and consignment office) to help in restoring the farming land and dismantling the huge wind turbine, but a farmer needs about 800.000 euros to put a wind turbine down.....it appears that some farmers can be in a real mess...
What is an Emphyteus lease?
It is a lease for a maximum of 99 years.
The surface of a wind turbine is 1000 square metres. It is regarded as building land and like a house the farmers have to pay taxes. The rents are also subject to taxes.It means that some farmers might pay more income taxes than before the wind turbines. The lease compels the promotors to maintain the construction on the plot during the contract time. When the lease is over, the owner of the plot becomes the owner of the construction on his plot. In some contracts EDF includes a clause of desengagement ......
The wind turbine maintenance is very expensive and most promotors don't want to pay to keep the turbines in good working order. Steve, an expert on condition-based maintenance talked about the security level as regards wind turbine farms. In a slide, a graph showed the low level of security for wind turbines compared to nuclear and space... there are lots of breakdown that is why Steve advised the village council to compare other renewable energies such as solar panels or solar tiles.
Then S�bastien, a fisherman from Mortagne, was upset about the division of our village. He said that it shouldn't have happened in a village of 800 inhabitants and blamed the Mayor for not informing the people about her industrial project on her commune.
A man from Blaye came and explained how difficult it was when they had to fight a wind turbine project near Blaye. They eventually succeeded in cancelling the project.He encouraged the people who are against, to continue their actions against the Mayor and her team.
Thierry, who lives in Epargnes is worried about the wind turbin farm. They will be near his property and his gites. Will the tourists come to stay in one of his gites after the installation of the six or more wind turbines? For him, it is not worth ruining the scenery for little money for the village.
Two elected representatives attended the conference, one of them asked a good question about "Thorium"
a radio active metal that could be used instead of uranium. France could eventually get its energy independence if our politicians decided to use this metal. But this metal cannot be used to make nuclear weapons!!!
And as it regularly happens in this kind of meeting, some participants asked stupid questions...

He took advantage of the situation and took the mickey out of one of the contributors, by making a reference to the stereotyped educated city-dweller who can't make a difference between a flying insect and a crawling insect...The Mayor, her team and people who were for the wind turbine project did like it!
Let's go back to something more serious, I personnally learnt a lot about wind turbines. And I can say that the conference reinforced my conviction that a wind turbine project in Epargnes would be a huge mistake.
I do think that our politicians should focuse on other renewable energies like solar... instead of installing wind turbins everywhere in the French countryside.
To conclude I would say that a sheet of paper with signatures of people who were at the conference and against the wind turbines was missing at the end of the conference about 30 signatures). Therefore, it appears that the opponants to the project, worries the village council and the people, who are in favour of our Mayor!!!

Ayant d�m�nag� de Noisy le Grand( 93) pour cause de sant� du � la pollution automobile, Je me retrouve dans la m�me situation qu'en 2008 cette fois pr�s de Royan. j'habite Le village d'Epargnes situ� � 6kms de la Gironde qui a commenc� les premi�res �tapes d' installation d'un parc industriel d'�oliennes proche des habitations bien s�r!!!! Cette fois ce sont les effets n�fastes des infra-sons qui vont nous pousser � nous installer ailleurs, esp�rons que cela soit la derni�re fois!!! Monsieur Hulot Faites quelque chose! pour arr�ter ce saccage des campagne fran�aises!!! et arr�tez l'implantation d''�oliennes terrestres ou sinon mettez -les dans des friches loin de nos habitations ( sachant que les infra-sons peuvent �tre ressentis � 10kms pour les personnes sensibles) Connaissez vous un membre du gouvernement qui habite pr�s d'une zone SEVESO , un incin�rateur, un parc �olien, une d�charge???? Madame Royal dans les deux S�vres est � 50kms d'un parc industriel �olien . Nous aussi nous souhaitons ne pas exposer nos petits enfants aux effets n�fastes des infra-sons!!!

The meeting aimed at informing the people about the process of installing a wind turbine farm and explaining what an emphyteusis lease was and the harmful effects of low-frequency sounds on humans, animals...birds not to mention the destruction of eco-systems, the cost for dismantling the wind turbines and last but not least, the depreciation of properties in the village and the surroundings.
The organizers thought that there wouldn't be more than 100 people who would attend the meeting. What a surprise when 130 people came and we had to supply more chairs!!!
Philippe who is a local wine grower brought some vines and small trees to decorate the salle des f�tes.
He also supplied "la soupe champenoise" a mixture of cognac and other ingredients....
B�atrice, a lecturer in the university of le Havre, Jean Patrick, a former engineer who worked for Dassault Aviation and Steve from Mottershead Consulting Ltd, an engineer specialized in condition-based maintenance in the UK.
There were four talented and experienced contributors.
Epargnes will be the future victim of a wind turbine project in Charente Maritime
Jean Patrick pointed out the non-profitability of wind energy, the only benefit was for promotors. The electricity productivity is so low and there are major harmful effects on humans , not to mention the visual aspect of wind turbines ( personnaly I think they are an eyesore).
According to Jean Patrick: installing a wind turbine farm is an abnormality.
Dominique started reading the different parts of the conference.
1/ wind energy is not profitable
2/ harmful effects on our health
3/ deterioration of the environment
4/ property depreciation
5/ the end of a peaceful and tranquil village
And then he explained the undisputable consequences on the villages within 10 kilometres from the wind turbine farm.For example Virollet, St Andr� de Lidon, Barzan, Brie sous Mortagne, Mortagne.....
A few years ago, the French government decided to cut down on expenses and reduce the allowance granted to "communes" that is why the town council was incited to accept the installation of a wind turbine farm .The major beneficiary will be the CARA ( the council committee) whose chairman doesn't live near a wind turbine farm!!!
Then the Mayor of Talmont, talked to our Mayor and tried to convince her that she was wrong.He also tried to persuade her that she would not get any money from the wind turbine farm. Eventually he gave up trying!!!She will not change her mind.
She launched the project and she will complete it even if it will be a chaos for her village.Our Mayor is also the chairwoman of the foresters commission. The wind turbine farm will be installed on the foresters'plots.
Dominique played some videos wich probably raised awaress in the audience. At a time the audience was quiet and probably shocked when they watched the process of dismantling a wind turbine ( a huge quantity of dynamite)!!!
B�atrice explained what happened in her village called Alas le Bocage between Mirambeau and Jonzac where they planned to implant several wind turbines in the forest and obviously close to houses!!!
Unlike the village council in Epargnes who uninamously agreed on installing 6 or more wind turbines, (but I can't help reminding an elected representative who voted "for" but was "against" and another elected person in the audience who also voted "for" and said that was was neither for nor against!!!).
Here are the results in Alas Le Bocage:
8 people for the project - 16 against the project - 3 abstentions - and 6 blank votes. Incidentally, the mayor was surprised that no wind turbine projects had been planned around La Rochelle!.
Besides, the wind turbine plan in Poitou Charente was cancelled by the Court of justice in Bordeaux April 2017.
B�atrice also informed the land owners about the specific lease called the "Emphyteusis Lease".
She explained how expensive it was to dismantle a wind turbine when the operation time or electric productivity time is over.( 15/20 years). The wind turbine promotors are compelled to deposit 50.000 euros in "the Caisse des d�pots et Conciliation" deposit and consignment office) to help in restoring the farming land and dismantling the huge wind turbine, but a farmer needs about 800.000 euros to put a wind turbine down.....it appears that some farmers can be in a real mess...
What is an Emphyteus lease?
It is a lease for a maximum of 99 years.
The surface of a wind turbine is 1000 square metres. It is regarded as building land and like a house the farmers have to pay taxes. The rents are also subject to taxes.It means that some farmers might pay more income taxes than before the wind turbines. The lease compels the promotors to maintain the construction on the plot during the contract time. When the lease is over, the owner of the plot becomes the owner of the construction on his plot. In some contracts EDF includes a clause of desengagement ......
The wind turbine maintenance is very expensive and most promotors don't want to pay to keep the turbines in good working order. Steve, an expert on condition-based maintenance talked about the security level as regards wind turbine farms. In a slide, a graph showed the low level of security for wind turbines compared to nuclear and space... there are lots of breakdown that is why Steve advised the village council to compare other renewable energies such as solar panels or solar tiles.
Then S�bastien, a fisherman from Mortagne, was upset about the division of our village. He said that it shouldn't have happened in a village of 800 inhabitants and blamed the Mayor for not informing the people about her industrial project on her commune.
A man from Blaye came and explained how difficult it was when they had to fight a wind turbine project near Blaye. They eventually succeeded in cancelling the project.He encouraged the people who are against, to continue their actions against the Mayor and her team.
Thierry, who lives in Epargnes is worried about the wind turbin farm. They will be near his property and his gites. Will the tourists come to stay in one of his gites after the installation of the six or more wind turbines? For him, it is not worth ruining the scenery for little money for the village.
Two elected representatives attended the conference, one of them asked a good question about "Thorium"
a radio active metal that could be used instead of uranium. France could eventually get its energy independence if our politicians decided to use this metal. But this metal cannot be used to make nuclear weapons!!!
And as it regularly happens in this kind of meeting, some participants asked stupid questions...
A member of the village council insisted on a typing mistake in a slide.

He took advantage of the situation and took the mickey out of one of the contributors, by making a reference to the stereotyped educated city-dweller who can't make a difference between a flying insect and a crawling insect...The Mayor, her team and people who were for the wind turbine project did like it!
Let's go back to something more serious, I personnally learnt a lot about wind turbines. And I can say that the conference reinforced my conviction that a wind turbine project in Epargnes would be a huge mistake.
I do think that our politicians should focuse on other renewable energies like solar... instead of installing wind turbins everywhere in the French countryside.
To conclude I would say that a sheet of paper with signatures of people who were at the conference and against the wind turbines was missing at the end of the conference about 30 signatures). Therefore, it appears that the opponants to the project, worries the village council and the people, who are in favour of our Mayor!!!
